New GS owner, I noticed that
- RPM going up when you brake at the speed over 40 or while drive, not alway, just like engine brake when yo going to downhill experience? is it normal or ?

Your engine is downshifting...so yeah, it's normal for the RPMs to spike while braking.

Yes, during more sudden braking or sudden release of the throttle, the gearbox shifts to a lower gear, causing engine speed in rpm's to rise, for engine braking.
If we gently ease back off the throttle, the sensors know we are coasting, so there is no automatic downshift for engine braking; this is especially true is the car is also going downhills, because there are sensors that detect if the vehicle is going uphill or downhill.

i think i noticed this "issue" when driving in S+. when i started driving in the "normal" eco mode, it stopped.

yes its most noticeable in sport+ its normal i always rev match in my manual car. now every thing is automatic i still perfer doing it my self but its very helpful on the track

Its the feature of Sport +, designed for the more aggressive driving. Not an issue.

I am having the same issue lately. Jumps up to about 100-1100 RPM and then it dips down again to about 700. Also, if the heated or ventilated seat switch is in the off or the first of the 3 positions (2007 LS 460), RPMs are at about 500 instead of the normal 700-750

I noticed on my GS too some pretty rough shifting like when on cruise control on the highway and going down a incline, there is also a area near me I have always noticed some pretty rough shifting on previous cars and noticed it on my newer GS too, it is a pretty steep incline where you normally take your foot off the gas. This is normal. Your LS uses the air conditioner for the seats so the rpms would go up when you have it switched on, GS uses non AC air so it should not make any difference in rpms if it is on unless it is drawing a lot of extra power from the battery/alternator.
