Default Smog sensor bad?

Hello forum,

I think i have bad smog sensor which is located front of the vehicle behind grill.
When i put put recirculate/outside switch to "AUTO", it will always go to recirculate, so it thinks air is bad outside(and its not).
I checked thru odb port with techstream and it says smog sensor level is alway "255". I think thats maximum on its scale. No fault codes whatsoever.

Then i tried to clean sensor by taking it out from vehicle and entirely put it apart so i could clean it all the way and put new filter on. Cleaning didnt do anything, level is still "255" and its going to recirculate immidiately when in "AUTO".
Anyone else having same problem? Is there something i still should check before ordering new sensor?
Tried to check all fuses that said something about air conditioning. All good.

Lexus 450h 2007 EU.

Update to this:

Ordered new smog sensor from amayama ~50€, after install AUTO mode started to work again changing recirculate/outside automatically depending on outside pollution level.
You can also set the sensitivity yourself when shift "P" and pressing and holding down that recirculate button.
