CPO 2010 GS 350, 75K miles, Bad ECU?

CPO 2010 GS 350, 75K miles, Bad ECU?
Bought a CPO 2010 Lexus GS 350 2.5 years ago with ~45K mi.
I had no issues with the vehicle up until the winter/spring of 2017.
Have had all major maintenance schedule items performed at a Lexus dealership; including the throttle body cleaning.
Around January 2017, I experienced what I can only describe as a relationship between deceleration and an increase/surge in RPM, which also correlated to ensuing hesitation or "jerking". While at a stop light, brake pressed, the car will give the feeling of trembling and increased sensation of acceleration/pulling. I also noticed that my fuel economy had dropped from ~18.5 to 19 mpg to the current level of ~16.5 mpg. My issues became more consistent and noticeable in February.
After taking my vehicle to the dealership, it took the Lexus tech several days and a 15-minute ride with me to repeat the issues I was experiencing. Tech said he reset/flashed the vehicle. The vehicle appeared to perform "normally" for some brief period of time, but ultimately the issues appeared once again.
Symptoms came back and I repeated my visit to the dealership. However, after three weeks, the dealership said they could not recreate the issue and said the vehicle was fine.
My frustration set in and issues seemed to lessen, if not disappear, once the weather warmed.
In January 2018, I took my vehicle back to the dealership for another round.
I saw a previous thread and another site that mentioned possible ECU failure and mentioned this the Service Manager.
I am absolutely fed up with what seems like a lack of answers and really a lack of interest to figure out what is wrong with my CPO vehicle.
If anyone can provide suggestions for what my next steps might be to help solve this issue without me coming out of pocket to prove there is indeed something wrong with my GS. I live in the Southwest Suburbs of Chicago and would love to find a reliable resource in my area to have an alternative to the dealership as well.

I cleaned my TB, used a minimum amount of liquid and did not get any on the electronics side. A toothbrush with TB cleaner works well. It is not a lawnmower carb where you drench it.
If the problems happened after the TB cleaning the tech may have ruined the throttle body.
