Default DLC OBD no connection

Just failed emissions test because they couldn't even connect to the OBD.... it has no power. Plates just expired and I need it fixed asap.
Any help is appreciated! Hoping it is just a loose connection....Thanks!!

check your fuses, think it shares fuse with the cigarette lighter under the driver's kick panel

I did find a blown fuse. Going back to get it tested... hopefully without issue.

Yes... it passed! simply replace the 7.5A fuse underneath the passenger kicker panel... and no, it doesn't share the circuit with the cig. lighter. it has its own circuit. Not sure why it blew in the first place...

Because someone was trying to get into diagnostic mode by shorting pins 4 and 13 and might have shorted the wrong wires.
