2008 Lexus GS350

Where can I find my cigarette lighter fuse?
The slot hasn't been working since I got the car. After looking through multiple threads it seems like this fuse is connected somehow to the 12V and AUX but those seem to be working just fine.

Any information would be great since calling Lexus itself seemed to get me nowhere.

Another thing is I was wondering if anyone else has the whistling sound coming from their GS 350 breaks whenever coming to a slow stop. I got them replaced/shaved down and NOTHING seems to be helping this annoying train coming to a halt sound.
