Any codes pulled? I guess yes since you refer to cylinder 7. Have you checked the injector on that cylinder and connection harness condition? I would test swapping the injector to another cylinder and test ti discard a bad injector.

An injector or wiring harness fault won't cause low compression (assuming the compression was measured properly).

Assuming there's no sign of carbon in the coolant, or coolant in the oil, the next step would be a leakdown test to establish if the compression is being lost to the sump, intake tract or exhaust system...

May have a sticking valve being such low miles the car may have been parked for years without use. As unclejake said a leak down test will help you reveal whats going on
