What's the point? The reason for DRL are pointless at best (cloudy day, sun glare). If you can't see a car in bright daylight, then you're blind so having flashing lights would not matter...
HIDs for high beams don't make any sense at all, not to mention that you'd be degrading the life of the HIDs fast if you plan to use it frequently to flash other cars and turn them on extensively at nighttime.
