The car had its Cats stolen and has been sitting for around 2 years. It cranks up pretty rouch and idles bad, doesnt rev when gas is pushed, makes a popping noise when idling, and ultimately shuts off after a few minutes or if I try to shift it out of park.

Are the pre and post cat oxygen sensors still there?

 

You didn't mention what you replaced the cats and sensors with. That issue unresolved will explain most of the fuel related stuff.

Not sure about the timing issues. Could be a sensor fault but resolve the cat/sensor situation before investing time on that.
