Default 99 headlight restoration or replacement

My 99 GS400 has the factory HID with auto level. I have polished the lights every 6 months (2 stage wet sand, 2 stage polish, and uv protectant at the end). My issue is the INSIDE is foggy/cracked. I'm looking into options to fix this. I'm guessing to keep my factory HID I'll need the factory housings. Where is the best place to buy these without spending an arm and a leg? I can't stand foggy lights because it's a safety problem and makes the car look old.

I've had the same issue since I hit a deer and my insurance replaced my passenger side headlight. Of course that one is brand new (clear) and my drivers side is original to the car. Of course, no amount of refinishing will get it to look new so I've been looking at two options. One is a brand new headlight to the tune of $599 or so which is probably out. Second is a "close to new" one on eBay for around $200. Which while it may have some imperfections will get me closer to the new one. So far I've been getting by with polishing/sanding my current one and it's been holding up. However, as time goes by I will probably look at replacing it with a very good used example.

I don't know what you could do about the inside but when you polish the outside next time, clear coat the lens with UV resistant clear after you polish it and it will take a lot longer to fade again

I was able to find new HID assemblies for about $250. They are the green tint versions, not sure if they'd match your year. But if you get both, it wouldn't matter .

Is this price for pair or one side?

The ones I know about are <$250 each, still way less than the $599 each that were mentioned above.

Throwing out an idea here. I just had the headlights on my GS restored a couple weeks ago and it had moisture on the inside. The person that restored them to told me to pull the bulb and let it sit for a while and the moisture will evaporate. I went out the next morning to do that and the moisture was already gone. Then we were talking about changing the HID bulbs over on the LS forum and it was mentioned that there is a rubber seal around the bulbs. After so many rears and miles that rubber seal can go bad especially if you ever touch it like removing the bulb. So, maybe there is a rubber seal around the bulb that could be replaced?

Interesting I've never noticed a green tint nor do I notice it on these. However, how can you differentiate the HID housings from the standard halogen housings? These look just like mine (halogen).

Yeah, the green tint is hard to see in some lighting, but really jumps out in other lighting. The housings are completely different between HID and halogen, only the lenses are interchangeable. I once bought a set of halogen lamps just to swap the lenses, that was way more effort than it was worth. As to how to differentiate, just go by the description of wherever you're buying them from, they should state halogen or HID.
