Check Engine Light P0446 and Chirping/Buzzing from ABS Booster

Check Engine Light P0446 and Chirping/Buzzing from ABS Booster
So I have 2 major issues plaguing my 99 gs400 right now.
#1 CEL with code P0446 showing up twice. I know its for the Evaporative Emission Control System Vent Control Circuit Malfunction. I've already tried the gas cap and I believe the VSV valve by the charcoal canister was also replaced already. What I'm not sure of is if there's anything else that should be checked or replaced other than the canister. From what I've read, if the canister goes bad I should have more than just this one code.
#2 Intermittent chirping noise from my brake system. The noise usually comes up when I'm pressing the brakes, but sometimes right after the car turns on and when driving even if I'm not using the brakes. If you get close enough it also sounds like something is trying to pressurize right before the sound comes up. There are no brake lights or vsc lights on, and the brakes perform fine, it's just a really annoying noise that I've had for nearly 2 years and I want to see if anyone knows if theres an easy fix that doesn't involve buying another bmc.
There's also an older thread where someone else has this same combination of a chirping brake booster and this same check engine light, so I'm wondering if anyone knows if it could be an electrical system issue or if the problems stem from the same source?

446 is directly related to the vsv, if you know for a fact that it was recently changed, then you're having a problem with the control or power circuit or a PCM issue. Or less likely, the valve is out again.
The chirp is the motor in the booster, period. As I tell everyone, mines been chirping for at least 6 years and I've had no problems, its just annoying. However that doesn't mean you wont

Rock Auto sells the hood version for 40.00 and the other one on the charcoal canister for 48.00
I replaced both and my P0446 code went away permanently. I also no longer have the whoosh of air when I unscrew my gas cap
