Default Help with Fog Light & Marker lights

Hello CL experts, I've tried searching and cannot seem to confirm if the Fogs and Marker lights are on the same circuit. Also, I've checked my owner's manual and can't seem to find a fuse for either. I've checked the driver side kick panel and two fuse boxes in the engine bay. I hear a relay activating when I try turning them on but still no power. Please help. Something must have happened recently because I recall them working about a month ago.

Here try this diagram. Use google translate to translate to english. Seems like its probably the fuse because if the relay is clicking then the fog light switch circuit is working properly and the output circuit has the problem. But if its not the fuse, then it could be wiring or still could be the relay as it can make the "clicking" noise but have resistance on the contacts which will leave the fog lights with less voltage to turn on.
Our cars have 3 areas for fuses: 1 in the engine bay, 1 in the drivers kick panel and 1 in the passengers kick panel.
