Gs turning over but will not start
I woke up this morning start my 99 GS 400 and the battery mostly dead it gave a couple puts then died so I called the weak *** roadside that comes with my insurance. This guy comes out with a jump box and my cars turns over but does not start he tells me its gonna drain his box if he continues so he runs off. I recently had a new engine put in the car back in june now once I got a regular jump the battery kept and would not hold a charge and the car kept turning over with no start im lost it was cold as a ***** the night before

Check and see if there are any small light-bulbs in the car that are staying on when they should be going off........glove box, trunk, underhood, dome/interior lights, etc.....
This will drain the battery even more quickly in cold weather than in warm, because, all things equal, the battery needs more power and cranking-amps in cold weather to turn over and start the engine.
Sometimes checking those bulbs for proper operation and shutoff can be difficult, as, of course, the closed doors and lids prevent you from seeing if the bulb is still shining underneath. But, if done slowly and carefully while slowly closing the door/lid while looking through the crack, you can tell. If the bulbs do not go off, that indicates a short or other problem with the wiring/switches.
