DRL and Hi-beam confusion

DRL and Hi-beam confusion
So, I've read and read and thought I had it figured out, but then I actually took a look at my lights and it nullified all that I read.
I was under the impression that the DRL and Hi-beams used the same bulb. The DRL used a reduced wattage and then when the high beams were kicked in the true wattage ran to them and then we see more light obviously.
When I look at the DRLs, I am seeing two separate bulbs. One is for DRL and the other is for high-beam. When I kick in the High beams, the DRL switches off.
All that I read about putting LEDs in your DRL makes you lose Hi-beams seems to be out the window. Also, those who put in HID kits here claim to lose the DRL lights.
Since there are two bulbs here, what am I missing? Is it just the cabling that sends reduced voltage and the hi-beam just never comes on?

My 99 has no high beam DRL function. Neither do two 98's of people I know. So I'm not sure what's up with the model year differences then, I know I've read threads in the past about people with early years not have high beam DRL.
Do your cars have oem hid? These 3 did not. Just wonder if that has anything to do with it??

My 99 was built 10/98 so I wonder if some very early 99's didn't get drl yet, just like some early 01's still had 98-00 ecu/maf/wiring... I'm thinking this is more likely.
Guess I'm just lucky I never had to deal with the drl, I run my parking/citylights most of the time during the day anyhow, as I'm ok with drl's in general, but half voltage halogen is sure an ugly way to do it.

Ideally, I am looking to replace my DRLs with LEDs and my Hi-Beams with 9005 HIDs. From what I've read, you can only do one or the other, but can not have both due to voltage issues. Since the functions appear to operate via separate bulbs, I am curious if this ideal scenario is actually possible.
Mg GS is a 2000 US Model.

i had a 99 gs300, the DRL was the highbeam. dependant on state, DRL's were required according to state law. both my previous 99GS300 and my current 01gs430 have DRLs. my 99gs300 was from nevada, my 01gs430 is from washing state.
