Default tilt steering repair

My 98 GS400's tilt steering wheel extends outward, but not up and down (it ticks, but no motor movement). Is this a motor gone bad?

I also read that only the dealer can change the C Best setting, is that the only recourse to a full on repair?

Mine just did that too... Only goes in and out. Hopefully someone chimes in. Lucky for me its in the down position so I am ok, it was stuck high for a while and felt like I as driving a bus.

but every turn of the key makes it move again, right? so it has a chance to get stuck anywhere and everywhere at anytime!

I've always wondered what is the solution when the steering wheel motor goes out and acts funny. I really hope someone gives some input, I want to learn
