Default Gauge cluster question

Could having a blown dash light cause the fuse to blow?

I have had this problem with the car since day one when I bought it last week. The 15a fuse for the gauge cluster and thermo controls constantly blows. I have taken the cluster out and re-wired in a factory radio. I found a shady wire connected to the dimmer control that I took out and soldered back to factory.

I'm at a loss here guys....all the wires look good every where else. If someone knows anything...other than find the ground...it would help out a lot!
