Default 1993 gs300 fuse issue no power, need help ASAP!

What's up guy's new to the forums, just picked up a 93 gs300.

Recent owner said it needed a new fuse box and trans rebuilt, but i think otherwise.

It starts, runs, and drives but there is no power on the cluster, dash, shifter indicator, radio , etc..
I replaced the only blown fuses i found, they were located in the fuse box under the hood. It was a 40A and 10 amp fuse i don't have the cover with diagram so don't know what fuses those are. but when i replaced the fuses and re-connected the battery. the 10 amp fuse lit up indicating it was blown again. and dash and etc still had no power. Not really sure what the problem is...

and also this happened to an x7 cressida i had when the fuse blew cause my buddy connected the jumper cables on the wrong side (noob mistake) and had no power to cluster and etc the car was very slow and seemed like the auto trans was stuck in the highest gear and not shifting at all. After i replaced all the blown fuses the trans started working like it should. I'm having the same problem with my gs300 its very slow when taking off in Drive but when dropping into L & 2 it picks up like it should.

Do you still have the owners manual? If you do not, I can take a picture of my fusebox cover and post it so you can see what fuses are what. I'm just as new as you are so I'm learning as I go.

Anyone else have input on this problem, I want to be sure before I purchase another fuse box

It's a 100a fuse under the hood. That might be it. That was the issue with mine
