Whats lame is I can't use the 10% coupon because every time I try to use it I get a popup saying it's linked to one of my super old closed paypal accounts. I've tried switching everything I can regarding my paypal accounts in the "account" setting on paypal but no luck

The 10% coupon is NOT for everyone. It only works if you received an e-mail from them telling you about the coupon, or if you saw the ad on your My eBay page. Otherwise you will get an error saying the coupon is linked to another account.

It seems like the discount is depending on the product. Different products have different cashback percentage. I tried on a PS3 and it was 25%, tried an ipod nano and its only 10%.

OK, so I signed up live.com but my account details show $0 pending cash back. Is that normal?

If you had just created the account, don't worry, thats the way it is, give it a few hours and you should be getting an email updating your live account. When you check your live account again, you should see the cashback amount and the date you would receive them would also be there.
As for the commission, i have no idea.
