And again, I have been a big proponent and user of seat belts for 50 years - it is just the chime I don't like.

I can understand why dealers don't want to deactivate this chime. They're opening themselves up to liability if somebody were to have a wreck unbuckled.

For the last several years that has been a dealer only setting with kind of a vague description. I believe most recently what it does is not activate the chime until you exceed 12 mph. The warning light continues to operate in any case. Also, disabling may only apply to the driver's belt not the passenger side.
As a side note: the 2018 Camry even has seat belt warning lights for all three rear seat passengers - a cool feature, no more turning around to see if everyone is belted up.

If you have the paid version of Torque on Android, you can run a custom Prius PID that disables the belt chime on both front seats. I can't remember which PID though.

I believe it depends on the dealer. My dealer disabled it on our 2015 model, so unless dealers have decided they don’t want the liability, you may be able to convince them.

This is the custom PID I pulled from Torque. You can run the OBD command with Torque or any other Bluetooth OBD terminal app.

The address should be 7C0 + 0x21a7, the value should be 160 to disable the passenger belt chime.

While you are right that most dealers will absolutely not disable the chime...
Correction to your claim, directly from the Carista site:

Driver and passenger / Driver only / Passenger only / Off"They advertise that it works! There are good reasons to disable the seatbelt chime, one is that some of us are intelligent enough to wear our seatbelts without being reminded. Others here have mentioned other good reasons too. For me, I have a malfunction in the front passenger seat that if someone exits the vehicle the seat still thinks it's occupied. Thus when I drive off I get to listen to that damn chime cycle all the way through until it finally stops. It's a cheaper "repair" for me to disable the chime.
That said, being preached to about wearing a seatbelt is authoritarian. Save it for your kids.

Beatdemon: You can get a Carista device on Amazon for about $14 - $20 and use that to turn it off. When you buy their OBD II device you get one month free of the service. It's an option on the LS460 that you can customize using Carista. I haven't turned it off though as I prefer to have everyone belted in when driving. It also goes nuts when I stop the car for the front passenger to get out of the car. The beep goes off and the only way to stop it is to stop the car and start it again.

The chime is defeatable on the LS but that doesn't mean it would work on the 7th gen ES. What is customizable is different from model to model.
