I believe that hides the tie down bolt for transport by ship. It’s not on US built models sold in North America.

Can't say for sure about this specifically but would generally assume that's where you would put the tow hook? if it is, people could also use a tow hook license plate holder instead of the standard center

Thanks for the replies. There's the same cover on the other side as well. Cant see any hooks behind it but maybe its hidden

The hook is stored in your spare tire compartment next to the jack, if equipped.

All 7ES that are made in Japan have these two covers (also 2019+ RAV have them, 2022+ RX have them). Behind you will find a welded nut, they bolt on the hooks which are used to secure the car during transport.
In my opinion they are very big a ugly.

Or, access door to the blinker fluid and muffler bearings?
