Even for short drives, you're better off using hybrid mode instead of EV mode. I'm getting 45-50 mpg in Eco mode on my usual commute.
Tips:
- accelerate at 2000 rpm on engine power, on reaching target speed let go of the throttle and cruise on electric mode (the green EV icon should light up)
- use the EV mode button only in the parking lot or driveway
- release throttle and coast to red lights to regen the battery
- don't drive like a hypermiling idiot and block traffic

I have never had a tank that low with our 300h. Even during sub-zero temps last winter I was in the 32 - 33 range. I can't help but wonder if you shouldn't have it checked by the dealer? For reference, our last tank was just shy of 38mpg without doing anything special or trying too hard. If you just drive it without using any special techniques to maximize mileage, you should at least see mid 30s. Shoot, we got over 33 with the last tank in our NX 300h which has the same drivetrain but as a CUV is heavier and presents more wind resistance. I should point out that we always drive in "Eco" mode, which is where you want to be if you wish to maximize your mileage.
Also, keep in mind the readout on the instrument cluster is generally about 2 MPG optimistic so make sure you check manually to determine true mileage.

Had a 2013 ES300h and average combined for 60,000 miles was 38 mpg. For two months have a 2017 ES300h and also average 38 mpg combined but highway mileage is more. Strictly highway have averaged 41.5 mpg.

ES300h gas mileage
I have an ES300h 2013 with 55,000 miles. Over 50,000 while living in heavy traffic in Los Angeles. The last year we moved out of LA to very light traffic in Arizona. In LA we got an average of 32-33 mpg. On highway TRIPS we got closer to 38-39mpg. When we moved to Az. a year ago our average mpg rose to 34-36mpg. I previously had an HS250 hybrid so I have been driving hybrids for many years. I've tried all the "hybrid tricks" that are recommended and believe that an overall average of 40 mpg is a real reach. I will say that my wife also drives these cars and I doubt she is over active trying to increase mph. I have had 7 Lexus's and have had great success with them. I had 1992 SC400 that I just traded in with 234,000 miles and got an RX350. Decided not to get the hybrid version, partially because it only takes premium gas and we wanted an AWD for trips in the mountains.

I have slightly different results. When I drive "trying" to use some of the hybrid tricks, I get on avg 35-37 mpg. I don't drive on the freeways much, mostly around town and some country roads. When my wife drives it, she just drives it like she would any other car, and she gets about 42 mpg. I decided it's better for me to not worry about the MPGs and just enjoy driving my beautiful car.

I typically get 42-43 mpg in the summer and ~38 mpg when it get cold in the winter. Short trips on a cold engine really drop the mpg.
When I was really trying I managed to get a couple of 600+ mile tanks at 46 mpg (mostly city/suburban driving).

Just got back from a trip to the mountains including climbing passes near 10,000 feet and I got 45 mpg average on one tank. Half of it was highway cruising at 70-75 mph and the rest on twisty mountain roads below 40 mph, with the highway leg on Normal mode and the slow roads in Eco mode. AC/heat was on almost the whole time and I drove normally. This car is capable of good mpg if you're careful and crazy mpg if you hypermile.

Chromedome, I have read many of your posts and share your enthusiasm over the ES 300h gas mileage. I, too, am experiencing consistently high gas mileage in my 2014 ES 300h which has about 32,000 miles on it now. I have never reset the average mileage since purchase as a new car and it reads 45.7 mpg and still seems to be going up. Typical gas mileage per tankful varies between 46-48 mpg. Mileage, of course, depends on a number of factors, the significant ones being operator driving habits (acceleration, speed, etc.), terrain, and A/C demand (power draw). I live in Florida, so I do have the A/C power draw for about 7 months of the year, but the terrain is flat. I used to drive exclusively in ECO mode, but have switched to Normal mode w/o any perceptible change in tankful mileage.

MPG Past Record graph
I have never reset the average mileage since purchase as a new car and it reads 45.7 mpg...
Did you know about the Navigation screen display, "Info"/fuel consumption? Open this up and
choose "Past Record" Now reset the Driver Information Center (DIC) average MPG using the
steering wheel button. Voilą, the graph slides over and posts today's date (last trip on Non-Nav cars)
We reset the average MPG every three (3) months - change of seasons. We now have a year and
a half of history showing slightly lower in the winter and somewhat higher in the summer.
Special Note: I fitted this FWD ES with Blizzaks, note the much lower MPG last year. My wife's only
remark was that we spent $1100 to ensure that we (Chicago) have had Historically Low Snowfall!
