Both my cars with 2GR engines have this noise on extreme warm days, and the cause is the oil drain from the OCV. I believe that the post #36 in this thread explains it very well:

I am not going to fix anything on either car...

up to you whether to fix it or not
but i was told by a Lexus Master Tech who travels the dealerships throughout US that this will ruin the entire vvt system (the gears will crumble)

My cars are at 160K+ and 200K+ respectively. Both have the exact same noise as in your video, and I am not doing anything with either. This is really your call what you will do with your $$.

Each service case is unique with different root cause and until it is repaired for good, one won't know what the true cause was, and stating:

It’s not under the intake manifold. You can set up blue circle, it’s on the left of the intake manifold.
