Anyone know how to disable daytime running lights

Technically and at-the-moment speaking, it varies by province. In Ontario, there is no provision in the current Hwy Traffic Act for a violation of it / ticket risk, but one could get charged in other provinces, e.g. NB, MB, etc. for driving with DRLs off. Supposedly in 2010 in Ontario, there was a proposed amendment to the OHTA for it to become a traffic offence, and it was rejected. It is apparently being tabled again after many "phantom car" complaints...

Anyway, OP is in IL so no bearing on his car unless he brings it to MB

It is not illegal where I live and I also understand the safety factor of disabling them. My new headlights have a light from the low beams that run whenever the car is on, the DRL in the high beams take away the look and effect of the low beams I have installed which is why I would like to disable them.

You need to find the power source for the DRL. Then how is it switched from low voltage to 12 V. when the headlights are turned on. Then you should be able to figure out how to kill the DRL voltage but yet allow the headlights to turn on with the switch.
