Replacement ECU dealer only?

My VSC & CEL have been on for a while. Dealer reset it for me once, and they came back on after a few days. Brought the car back to them, and they claimed the ECU has failed. Is this something must be done at the dealership or indy shop can do the physical installation & reprogram? Thank you.

What fault codes were being set by the ECM?.......ECMs rarely fail. What year and mileage? The ECM is one of the components covered by the emissions warranty.

Not sure. Car is at the dealer, but the car has over 80k mi.
