Emergency blinkers come on when I turn on headlights

Default Emergency blinkers come on when I turn on headlights

Hey guys, I have an '07 ES 350 and recently I ran into this problem where my emergency blinkers would turn on and remain on when I turn on my headlights. This occurs as soon as I turn my headlights from off to any other position(auto, fogs, on) and this happens every time. I tried pressing the actual emergency light button to try and turn it off, but that didn't work. I also tried disconnecting and reconnecting the headlight from the electrical system, but that didn't solve it either.
The only way that I got the headlights to work without the emergency blinkers is by turning the brightness of the dash all the way down, so that the odometer light and all of that is completely dark. It's been fine since I bought the car 2nd hand in mid 2013 so I don't know why this is acting up all of a sudden. Anyone know what's going on?

When you get the lights on without the flashers going, you might try setting the headlights in the Auto mode and see what happens when they come off and on as needed. If it works, it doesn't fix the problem but might help as a temporary fix.

I've also tried this, but as soon as the headlights come on so do the flashers

I just tried pulling Gauge No. 1 (emergency flasher relay), but the problem still occurs. I'm about to give up and just take it to the shop since I need it tonight
