That may be the place where the front license plate mount was shipped.

I don't know what the was intented for but it is always empty in U.S. cars. I made my own cutout and added a few small tools.

I'm pretty sure that's where they put the lug lock key - which I see is off to the right.

Good place to put gloves and some electrical tape.

Mine's empty, too, and I've never used any tools from there. Maybe nothing was ever in there ...

Mine had the wheel nut lock key there, as per #4; the first aid kit has velcro to stick it to the trunk side surface (doesn't adhere very well...) the other open slots contain a couple of open-end wrenches.

The tool kit is a generic Toyota kit. In many countries it is the law that cars have emergency triangles, fire extinguishers, saftey vest, and wheel braces. The empty square is for an collapsable wheel brace. The brace is used to secure inflated wheels when changing a flat tire.

Did you buy your car used? If so, perhaps the previous owner moved a few things around? Usually the first aid kit is velcro-ed to the trunk and in my car, the wheel lock came attached to the jack via rubber bands when it was first delivered.
