Default power steering

i have noticed my 96 ES300 steering was extremely "LOOSE as in a can flick it left and right" at highway speeds and when i come to a stop, turn the wheel all the way left then right a few times , jump back at high way speeds and it becomes stiff again?
what does this mean?
