'98 es300 door "stop/limiters"
Not sure what you call 'em- the black arm that stops the door from opening too far, and is SUPPOSED to keep it open so it doesn't swing closed, but doesn't anymore. Can I remove/replace it without taking off the interior door panel? TIA!

The Doors on my ES don't stay open properly I don't think there is anything wrong with the stops. They are simply not designed very well.

Door stop
I just took a look at the door stop on my 2003 ES300 and, while it's obviously not the same year as yours, it's probably constructed the same way. You'll have to take off the door panel to get the door stop out and replaced. Having done the same thing on a '99 Camry and a 2005 Corolla that seems to be the only way. There are videos online as to how to remove the panel and I found that it's possible to rebuild the door stops so that they function like they should. I used a drill, some shims, and a few rivets and they work just fine. Good luck!
