1997 ES300 No start - EFI fuse blows on Key On

SOLVED: 1997 ES300 No start - EFI fuse blows on Key On
Here is the background. Car died while accelerating and then would crank but not start. Had car towed home and started troubleshooting but was not able to get code reader to connect. This is what I have so far:
1) EFI Fuse blows on KEY ON
2) EFI Fuse will not blow when EFI relay is removed
3) EFI Fuse will blow when OPEN CIRCUIT relay is removed
4) Not able to connect scanner to pull codes
I was able to get it to run for a short time by swapping relays (tested the relays by applying 12V and heard click) around but it died within 5 minutes of driving and the EFI fuse blew again.
After it died the second time I disconnected the fuel pump and the EFI fuse still blows on key ON. I then disconnected the ECU and the fuse is still blowing..
Any help or guidance would be appreciated.
Update: Check the rear o2 sensor wiring to make sure it is not contacting the exhaust.

Has the car ever been in a front end collision? Instead of going through fuses like candy put a light bulb in place of the fuse and start unplugging things to isolate the problem.

Not really. She has been backed into but that was years ago. I will be trying to isolate it some more later tonight. What else is connected to the efi fuse that is not connected to the open circuit relay.

SOLVED:
Issue was the O2 Sensor wire had made contact with the exhaust and caused the short. Quick solve was to zip tie the wiring away from the exhaust and she started right up. Once it stops raining will do a longer term solution.
