I'm pretty sure a '99 doesn't have dedicated EGR hardware...it should have the VVTi motor, which uses valve trickery to achieve the same thing.

If you look at the rear exhaust manifold from under the car, you should see a block-off plate where the EGR pipe would normally hook up.
