my brakes make a squeeking noise thats very annoying so i thought i needed new brakes. but i found out something weird, it doesn't squeek when its wet outside like when it rains. so what could this problem be?? brake pads maybe?

 

Can you elaborate further on the squeaking, like does it squeak all the time, how bad of a squeak, etc.? It could very well be that the brake pads need replacing, but you should also keep the rotors and the E-brake shoe areas in mind too. They're all good sources of the squeaking issue.
