Brake booster or brake actuator?

Hello all. I've got a hard brake pedal. Also I can hear a hissing sound down near my foot when pressing the pedal and not hearing it when I take my foot off the pedal. The engine also revs up slightly when pressing the brake pedal then revs back to idle when I remove my foot from the pedal.

Any idea which part is bad? BTW, I have a 2000 ES 300 with traction control.
