Master cylinder failure?
Just my thought from experience.
When releasing the brake, the master cylinder at its rest position should release the pressure through a little hole so the pads can back off a little.
I had this function fail on my mercedes once and I could smell something burning. When I stopped to check, my front disks were cherry red from the heat. I had to replace the master cylinder.
What can make the car shudder is that those discs at this temperature may distort.

What is the warning light on your dash?
Give this a shot - put the transmission into Neutral when you get that noise and see if you notice a change.
It seems like your brake pads are always engaged against warped rotors. When you're cruising, they're hitting the rotors and causing such a horrible noise/vibration. The vibration worsens when you apply the brakes. I would check the calipers to make sure they release all the way back and allow the front wheels to spin freely.
Like mouse23 said, they could also be stuck due to a bad master cylinder.

I was thinking about this today (God only knows why, but I was). I think I might have the answer. It's a tyre problem.
I know what you're thinking, wtf. No seriously, I think this is what it is: a (or both fronts) tyre has de-laminated internally, the steel belts and the nylon belts, etc, have de-bonded inside. You could look at the tyre and even examine it and never know. But if you got it up to a specific speed all hell would break loose because of the centrifugal forces.
There are a few causes for this, but sometimes it's just bad luck. It's quite rare, but common if a car has been sitting a very long time without moving much. Heat and time do it, so does a manufacturer fault.
A free way of figuring this out would be to swap fronts to rear, and rear to front. OR, borrowing some replacement wheels.
