What do you mean by kicks off? Does it stop blowing cold air? A/C only runs for certain time, once it reaches certain temp it kicks off, and then kicks on after temperature starts rising again. Basically it runs like your refrigerator at home. It doesn't run constantly, just long enough to cool off to a certain point.
If you are not sure you can have local shop take a look at it, most shops should be able to check it for free, they should only charge you if they have to fill system or do any repairs.

Sticking expansion valves have been a common problem on mid-90's ES models. The AC will cool as it should when the engine is cranked but stops cooling after a while. This seems to be more common when the weather is hot.

The replacement valve is pretty cheap, but it is very difficult to access. It is under the dash next to the firewall.

Do a search for expansion valve in the ES section of the forum. There have been a lot of threads over the years.
