Looks like poor ignition to me and possibly a rich condition. One thing I have seen in the shop and on CL is that the VSV for the EVAP purge system will not open until just off idle and since you have to wait a little while when you get to the smog place, pressure is building in your fuel tank and causing excessive flow when the VSV opens to purge. Also I see a lot of people topping off at the gas pump. This is bad bad juju! when you top off you are eliminating the air space in your fuel tank and this will cause liquid to flow into the EVAP system and can cause a rich condition when just off idle among other EVAP problems. So in short, bring it in for smog near a full tank and do not top off. also when you pull up, loosen your gas cap, let the air out then tighten it back up. lastly if you are changing your spark plugs only use OE plugs! No bosch, autolight or champion. use only DENSO SK20R11. If this won't do the trick, then you may have some other problems.

Hope this helps, good luck!

Nope.. fail twice (2nd time last week).. same result. I check with the scanner and the evap still has not cycle..

I suspect that i have an evap leak somewhere, I think this is the problem.
