Default Lexus ES300 93 Failed Emissions

Hello everyone here on club-lexus. Im Very happy to be a part of this community.
I live in the state of Connecticut. My name is Jay. This is my first post as Ive been having trouble getting my Es300 93 to Pass CT Emissions.

Here's a little history on my Es300.
Bought the car with a blown motor. The over all condition is great for the year.
Went to NJ and picked up a JDM Motor. Hauled it back in my 97 previa.
Had my mechanic swap out the engine.
Runs great, so smooth. There was no check engine light on at the time.
Only lights on was Air bag Light (Not an issue in CT) Oil Light/ OD light Keeps flashing.
Other then that Ive had cars before that passed emissions where the dash looking like a x-mas tree. So i didnt think there was a problem. I had an Older honda civic that was past 20 years old that i didnt need emissions in CT. So i figured worst case if i fail ill wait a year or so then I wouldn't need emissions.

Later on I find out in CT Car over 25 years dont need emissions test anymore. Go figure :/
CT gives sniffer test to Cars 95 or lower

So, I took it to emissions testing in New london. Failed because of Following.
Carbon monoxide level is 3.69% CT Limit is 0.57%
hydrocarbons in 188 limit is 100.

So I asked my mechanic why it didnt pass. He told me to drive it at least 2000 miles to break in the engine, I asked others about this, they said the same. So i drove it for 2000 miles. Used 93 Gas.

Went to emissions and failed again for same reason as before.
So, I put on a new cat. Went to emissions again. Failed.
Checked all hoses, one had crack, Changed that, Failed.
Changed o2 Sensors- Failed.
Tryed that guaranteed to pass formula from autozone - Failed

So now My registration is expired. So cant drive the car. Emissions date Is way over do.
State of CT will Fine me for that. Plus if i do get it to pass, Its good for 1 year. Not 2 years.

Tried to find someone for emissions, (Its impossible in CT) Dont even try.

Check engine light is on, Code says running too lean.

Called a lexus dealer, They said they would find the problem and fix it.
However, In state of CT if you spend over 800 at a dealer, and still cant pass emissions, they give you a waiver. Wtf.

I figured Id sell the car, Put it on CL and Had A ton of calls on it. So I dont think i want to sell it.

Its a 93 LEXUS ES300 118K.

So can anyone help? Thanks in advance. If your local in CT you can contact me if youd like.
Thanks for reading.

Seems like you going down the right route. The question is now is it financially viable to send it to the dealer, plus testing, plus registration. How much are you into the car now for? Is the car nice enough to spend the money and drive it long enough to get your money back as a reliable car?

Any codes for the EVAP system?

Do you know what codes you're getting in particular?

Picked it up for 400 with blown motor.
New motor cost 700.
Cost 350 to put in new motor.
100 for new cat,
Bunch of other bull**** 200-250
So like im like at 2000?
Its in really good condition for a 93, Its got 118K

Its worth over 3000 in fair condition on KKB.

Code is running too lean.

Im thinking of doing the denatured alcohol in gas tank.
Can anyone tell me exactly how to do this? Which brand,
How much to use, Should i fill up then add, or hows that work?
Is it Very likey It will Lower the carbon monoxide level way down?

I suspect your VAF is causing the lean issue. You can't clean them but only replace. They cost about $1000 new...

Which oxygen sensors did you changed?

I'm no expert, but I thought JDM engines didn't come with emissions sensors and associated wiring? Are you sure the mechanic moved all the necessary sensors from your US engine to the JDM, and that all are connected properly? I'm pretty sure those JDM's are missing at least the EGR valve on the back manifold....someone more knowledgeable on engine swaps, particularly the 3VZFE, might chime in here. (I assume the engine is not a 1MZFE, which is very different, from what I've read, especially the wiring harness and computer control.) The '93 ES300 had a 3VZFE in the US AFAIK...

i am going to look at a 93 es300. owner says everything good, but it's running rough, like sputtering, has check engine light, and won't pass emissions. Says he replaced "knock sensor" (I assume that is o2 sensor??). has about 120K miles. price is cheap and I was thinking of having it as a parts vehicle for my 93 I just bought. But I know I will probably dig deeper and want to get it running.

Wouldn't there be a code if the CEL is on? Do I need an OBDII reader, or just take it to dealer for diagnosis?

I thought my issues were potentially similar to your's Lexus93CT and maybe some of these answers might help you too. But if this is a hijack, I'll start a new thread.

no, they are different. the knock sensors are a bit more expensive and a pain to get to b/c they are behind the manifold.

A dealer told me to not fill the tank more than 3/4's full and drive it a week before getting the emissions check. Mine is 10 years newer with about the same mileage but maybe the same info applies.

problem is, with a CEL, you will automatically fail emissions (at least where we are).

strange advice from dealer on 3/4 tank. never heard that before and not sure how it would help.

He said something about an egr valve monitoring gas consumption. When the tank is full it can't monitor the consumption. Passed my emissions test today so I no longer have to worry about it since the the car had not been driven frequently there was a concern that the car was not ready to be tested. He told us to drive around for a couple days and to not fill the tank more than 3/4's full.
