Default Alternator Problems

I just got one rebuilt for 170 amps. Thing is, it is 14.4 when first on, then 13.x when high RPM later, and 11.6-12.5 at idle with no load. Sometime, on a rev, it jumps up to 15V. Im taking it back to the rebuilder friday, but want to get opinions. is it the regulator that is bad?

ALSO, how tight should the belt be on the alternator?

I dont know anything about electricity, but as far as belt tension, it SHOULD NOT be on so tight that it squeels when you turn wheel or start engine. A good rule of thumb is, when belt is on you should be able to turn it about 90* degrees. If you can barely move the belt at all, it is way too tight.

Sounds like a faulty regulator. The belt should be as tight as long you can still twist the belt by 1/4 of the way.

Are you saying the belt will squeal if it is on too tight? Does that apply to the power steering belt? The reason I ask, is ever since I changed the belts on my 95 camry v6 the power steering belt squeals until it gets warmed up. I just assumed it was too loose and I couldn't get it any tighter. If I understand what you are saying maybe I'll try to loosen it a bit.
