Default OEM HID low beam problem

hi, new here to the forums and in dire need of help with this issue. i have a 2000 es300 with oem hid d2r low beams. now just recently the drivers side low beam gave out. passenger still lights. i replaced the bulb and didn't light and i also tried the supposed blown bulb on the working side and it lit up!. I've noticed that the plug doesn't spark when on unlike the other side which sparks constantly with no light in place. What could be the problem? am i experiencing electrical problems? also to note, all fuses and relays are good and not burned out. thanks.

It is probably your HID Ballast that had died.

^ take out headlamp, remove screws holding ballast. unclip the connector to the bulb.

Install new ballast, plug into bulb, reinstall headlight
