Default Weird Steering Wheel Noise

In my '02 ES, my wife and I have began noticing a squeaking sound when turning the steering wheel. This isn't your usual squeaking sound. It's more like a rusted whine. I read about the infamous squeaking problem where you have to get under the dash and spray with white lithium grease at the place where the steering assembly passes through the rubber grommet. However this did not remedy the problem....does anyone have any suggestions before I pass through the dealership for a possible sexual battery?

There's also a whining sound that's associated with the climate control system that is hard to reproduce. I thought I'd throw that in for good measure.

No, I haven't seen any leaks on the garage floor. If I'm low on power steering fluid, I'm going to have a bone to pick with the Toyota dealership that serviced it for 90k.

In my 1990 ES, i used to have a pinhole in my high pressure feed. Well, truth be told, It was actually more of a hairline crack. It would let air into the power steering system when the car was off, and fluid out when the car was on. As a result wen i shut off the car, if it was off for longer than 1hr, Upon startup i I would get a low pitched "Wwahhhhhhhhhhhhh" Until i popped the hood, and with the engine running, loosened the cap a half turn on the PS Fluid resevior. The whine would then stop and I could go on my way.

The power steering fluid is above the minimum level. The fluid looks kinda blue or green. Is this the normal color?
