Default ABS light, help please

Hi. My ABS light of my '94 ES300 comes on and stays on while driving. When braking though, the ABS will sometimes work and sometimes not work, but mostly not work, all while the light is still on. Interestingly, I've had the car OBD scanned and no codes came up. Also, the pedal will pulse when braking on dry surfaces, yet lock up the tires when wet. I doubt this is the first time for this has happened, or at least something similar, so any input or help is greatly appreciated.

-Cheers, Don.

Check your brake rotors. It's possible that one or more of your rotors are either warped or low in spec and need to be replaced.
