Default Question about buying wheels.

If a certain wheel is 18x9.5 with an offset of 35 all around works on the car with a flush look on the car would this apply to all other wheels with the same spec if i were to shop for another brand/setup?

also if I noticed some cars running staggered sizes like 5+ on the rear and 15+ in the front are these because of some adjustments ?

If you aren't looking to buy high-end wheels then the same size and offset and tire size should fit the same. You or a professional should still measure the new wheels and check the brake clearance.
You will see a lot of different sizes and offsets. It just depends on the car suspension/body and how the owner wants to style their car.

i think its a 54mm hub size ?
