Yeah if the bulbs are warm, recently used, they'll start much easier so you really have to test it on cold bulbs, or cold car.

I find it odd as well but we're doing some troubleshooting with @@cbug to help narrow down the issue and if needed we can warranty the faulty part.

UPDATE:
We've been doing troubleshooting with help of the guys from XenonDepot and found that the problem was defective Ballast. It took a while to get to it mainly due to my schedule, but the new part is in the mail and should be all good.
