What is the violation code on the tix?
Why didn't your friend say no when asked to pop the hood? Correct me if I am wrong, but I think that is call a search. They can't do that without permission or a warrant. I would wait for the document to arrive instead of it's "approved and on it's way".

is the motor modded?
Is it stock?
If yes, there is a engine swap ref that you can get....pretty much they go through there standard inspection(smog etc...) as if the car is an unknown car type....
But if it is modded.... he will get a ticket and they will revoke the reg. for the car.

They can pop your hood anytime under suspicion. The Big *** intercooler in the front was probabaly what had the cop popped open the hood.

When you get a tix, this place is your friend. Never trust what they tell you are busted for.
You friend didn't get busted for an engine swap. The code is for messing with a pollution control device. Assuming that he has the correct cat and everything else that goes with the 2jz-gte AND can show that it pollutes that same or less than a stock 328 engine. According to the rest this code, it would seem he just need to do a smog check and compare it with a stock 328. I would checkout this with the Ref Board.
(h) This section shall not apply to an alteration, modification,
or modifying device, apparatus, or mechanism found by resolution of
the State Air Resources Board to do either of the following:
(1) Not to reduce the effectiveness of any required motor vehicle
pollution control device.
(2) To result in emissions from any such modified or altered
vehicle which are at levels which comply with existing state or
federal standards for that model year of the vehicle being modified
or converted.
