Anyplace... they won't pass you if they feel you need recon after looking at the car. They won't even begin the inspection
I'm not aware of any shops knowingly letting guys slide w/o recon (or otherwise non-passable). On ForumsHawaii one of the mods (LEO) said 2 shops in Kalihi have gotten their safety check station license suspended due to giving safety checks to non-passable cars. So the City & County is at some point reviewing the iPad photos and info. Either they're doing it as a separate review process, or its being done after a driver with the new safety check sticker is issued a ticket for no recon or safety infraction and they check to see if the issuing station passed the car in that state or not. Or they could be doing both

Aftermarket wheels no longer require recon, no matter how many inches + oem. Been that way for a while. Where one gets in trouble is when tire tread extends past fender, which is not supposed to pass safety & recon. I forget if you can be within one tread block or something
