Reduce car theft, fraud I find that highly unlikely. Just another way to monetize space.

GPS locator in them? Big Gov. will know where you are all the time and where you have been.

Maryland, especially Baltimore has more then enough problems to spend money on then digital license plates. It looks like a big waste of money.

Well, they'll at least get free labor on the license plates......half of the city's population will probably wind up in prison.

I can think of at least one good message. get in front of someone driving slow and put up the "move over" message. or have it flash "stop tailgating me, you ain't going anywhere"
