It will not be reliable. It's an older GM from a troubling time. It doesn't matter if it has low miles. The age and era it comes from sets it up for problems. All research will back that up. And the fact it was owned by a female senior means it was rarely, if never driven aggressively, leading to carbon build-up.
The other major problem will be theft. These are the choice mobiles for sagging-pants thugs.
But for that low price, why not have some fun? I'd do it.

For $3,000 it’s a fun blow of some money that will
certainly fetch $1,500 on resale no matter how broken or whatever, just make sure your expectations are set right lol

I agree that is will be unreliable and problematic. But there is a difference between GM unreliable at 25K and GM unreliable at 125K. I think the person should buy it. I see a lot of GM cars from the 1990's on the road all the time, they look like they are low mileage and do not look all that worn down. I think a GM car can last you 10-15 years or more, but you just can't drive as a daily and putting too many miles on it is going to kill it.

Well I just received a letter from the IRS holding up my refund, and I'm now a bit paranoid about an audit. Not getting into details here, but the floaty boat Deville looks like it might be on ice.
As for GM reliability from that period, it kind of depends on the car/powertrain. I had a 1999 Camaro Z28, drove it from 40k to 140k, only major expense was a $3000 transmission rebuild. Tires were expensive too, but you kind of knew that going into the game. That car had the 4l60e, which IMO is kind of a weak piece of crap. It shifts great, but really isn't rated for f-body use, aka hard launches, drag strip launches with sticky tires/sticky VHT coated pavement, burnouts, etc. If you drive like grandma the trans lasts. Same trans was in 1/2 ton pickup trucks, once again if you drove like grandma the trans lasted. Tow heavy stuff, try to pull a heavy *** boat up a slick launch ramp, ie do truck stuff, it doesn't last.
Just saying that GM reliability was kind of all over the place in the early 2000's. Cadillacs were kind of at the bottom. Still though for about $3000, its kind of a roll of the dice. A similar Lexus LS430 is a much better car, but then again it is like $9,000-14,000
