I ask because I like to "understand" and not simply accept.
My bro said that fenders (crash parts) are painted at the factory (in this case Mopar). I said how so? He said when he had his RAM, the dealer showed him the fender coming out of the box and it was black.
I am thinking it's already hard enough to repaint, it does not generally match in texture but it does in color. If a panel is simply painted somewhere off the vehicle, it would have even less of a chance of looking the same.
So what gives? This is like a Car Talk puzzler. The only thing I would guess is the dealer themselves had it painted at their shop, and put back in a box to bring to the dealer, that is assuming my bro is telling it straight goods, which I don't see why he would not.

A few years ago I had a black 2010 Camry. My wife was driving it and got hit from the side. We ended up needing a new passenger side front door. Apparently, the body shop, one not affiliated with any dealership, was able to get a black passenger side door. No painting required. Somehow.
Not sure how that whole process works, either. But it looked fine.
