you can get a scion tc for like 16...
but i think its funny that the IS kids on here didn't recomend an IS.
You can deffinately grab an IS with medium miles (50-60k) for under 20k easy...I've seen them for as low as 15k in reasonable shape.
The used market is flooded with them....
which is also why car shows are flooded with them now. depreciated enough for younger peeps to afford and mod.
Get an IS.

I don't think you'll ever find a decent is300 for $14K. Average dealer retail is about $21,800 for 2001's (1st year). Maybe $16K will get you one with higher mileage and wear. Or you may find a private seller giving one away cheap. Hey, if you can find a cheap one, I'd recommend it to. However, my money would still be on whatever SC400 your $14K will buy.
