Yep, it's wrap. If you see a Model Y with any other color than White , Grey, Blue, Red or Black, it's wrap

oh i've seen plenty. lime green, pink, gold, kinda swirly purple/green, and more.

That's such a SoCal thing...sorry Southern Californians
. People wrap them here, but it's mostly to protect the paint and they mostly don't use gaudy colors. One of my co-workers has a White Model Y, he wrapped it in matte Black, which is not too bad.
In SoCal I've seen them in vomit green, neon yellow, purple, pink, and orange

Why bothered? Is it because it's a Y (cheaper car)? More expensive sports cars/SUVs have strange bright colors too.
