getting aftermarket rims clean

Im not sure weather these rims are steel or aluminum, or anything about them, i am trying to get them clean though, they have rust on them around the rim but not too bad, and even after washed there is water marks and it just not look clean at all.

Would like to get them sparking like new again. I tried a rim cleaner that suppose to be good for all rims but dident help much, even afraid it possibly did damage. Can someone confirm these things can usually be polished out?

they have been driven on a dirt road a lot, and the car is usually kept outside.

They are aluminum wheels. Try some metal polish (can be found at any local parts store). Any brand works.

non-coated aluminum? I read that if I polish and I am not getting a black residue that the wheels are likely coated, can you tell just from looking?

Trying to figure out if I should use the Eagle-One "all wheel and tire cleaner, safe for all factory painted rims" or use Eagle One "PVD and Aluminum wheel cleaner"
