Default Vim on car plastics?

Is it possible to use vim for car plastics? Is it safe? I have a lot of black scuff marks on my door ledge that I am unable to rub off with water and soap/detergent. Can I use vim for it? Or is there any other effective plastic cleaner around?

Thanks.
